TITLE: HSE Supervision Service SUBCATEGORY: HSE Supervision Service (OPE-SOP-HSE) SERVICE DIMENSIONS T he Project Site HSE Coordinator serves as the Company’s site-based Health, Safety and Environment focal point for infrastructure and development projects across Company locations. The role holder monitors and drives contractor and subcontractor implementation of Company HSE contractual requirements, including Exhibit L, Company general specifications, approved project HSE plans, procedures, permits, risk assessments and improvement actions. The role requires a proactive and experienced HSE professional who can review contractors’ planning documents and method statements, perform site surveillance and inspections, promote safe behaviours, support emergency preparedness, and ensure that construction and fabrication activities are executed under safe site conditions and in compliance with Company rules and procedures. SERVICE CONTENT KEY RESPONSIBILITIES A. Contractor HSE Compliance & Site Surveillance • Monitor implementation of approved contractor and subcontractor Project HSE Plans and referenced procedures. • Monitor and report contractor and subcontractor HSE performance at site against contractual and Company requirements. • Ensure that contractors execute works in accordance with Company rules, procedures, HSE requirements and quality management expectations. • Initiate STOP CARD procedure where unsafe acts or unsafe conditions are observed. • Ensure all site activities are covered by vali d Permit to Work requirements before execution. B. Risk Assessment, Method Statements & Control Measures • Participate in risk assessment, Job Risk Assessment and dedicated construction-operation safety studies. • Review contractor project planning documents, work method statements and procedures for HSE adequacy prior to execution. • Monitor implementation of control measures identified during risk analyses for fabrication and construction activities. • Focus on proactive identification of potential HSE problems and propose practical mitigation measures. C. HSE Audits, Inspections & Corrective Action Close-out • Undertake site HSE audits and inspections, ensuring recommendations and corrective actions are conclusively closed out. • Take active part in pre-mobilization inspection of construction equipment and vehicles before use at site. • Update the anomaly database and follow up actions to closure. • Check that first aid materials and equipment are available and maintained at site. D. Incident, Emergency Preparedness & Lessons Learnt • Ensure continuous hazard identification, hazard reporting, accident reporting and incident investigation practices at site. • Assist in accident and incident investigations to determine underlying causes, report anomalies and verify corrective actions. • Monitor implementation of actions arising from incidents, accidents, audits, inspections and lessons learnt. • Ensure emergency preparedness drills are implemented according to schedule and follow up improvement actions after drills. E. HSE Communication, Committees & Awareness • Conduct HSE induction for all site personnel. • Take active part in the preparation of documentation for site HSE committee meetings and support their organization. • Attend regular meetings with contractor HSE representatives to discuss concerns, hazards and agreed solutions. • Promote HSE awareness at all levels within the project team and contractor workforce. • Carry out any other HSE-related duties or tasks as assigned by the hierarchy. CONTEXT AND ENVIRONMENT Work Location • Office Main Base in Port Harcourt, with regular site visits to infrastructure and development project sites in Company's Main Base, Company's Village, residences and other external sites. Sites Covered • Company infrastructure and development project sites across Port Harcourt and other assigned locations as required by project needs. Key Constraints • Multi-contractor environments, simultaneous site activities, dynamic construction hazards, permit-to-work interfaces, and the need for continuous compliance with Company HSE contractual requirements. Enabling Factors • Company HSE rules and procedures, Exhibit L, Company general specifications, approved Project HSE Plans, defined reporting lines, HSE committees and established site inspection, incident reporting and anomaly-management processes. QUALIFICATION AND EXPERIENCE Academic / Professional Qualification • Bachelor’s Degree (B.Sc.) or equivalent qualification in Engineering, Physical Science or a related discipline. • Formal HSE training with a recognized HSE qualification or certification. • Relevant professional HSE membership or certification is an advantage. Professional Experience • 0 - 2years’ working experience in oil and gas production projects or comparable industrial construction environments or in positions with similar HSE responsibilities. • Demonstrated experience monitoring contractor HSE performance and implementing project HSE plans and procedures on construction sites. • Experience supporting accident/incident investigations, audits, inspections, action tracking and emergency preparedness drills. Technical Competencies • Working knowledge of risk assessment techniques and experience supporting HAZOP, HAZID, HAZAN and related HSE reviews. • Strong knowledge of permit-to-work systems, method statement review, job risk assessment and site HSE surveillance. • Ability to use typical office applications, including Word, Excel and PowerPoint, for reporting, tracking and presentations. • Ability to prepare clear audit, inspection, anomaly, incident and HSE performance reports for management review. KEY PERFORMANCE INDICATORS • Contractor and subcontractor compliance with approved Project HSE Plans, Exhibit L, Company general specifications and site HSE procedures. • Timely completion and close-out of site HSE audit, inspection, anomaly and corrective action items. • Effective permit-to-work coverage and implementation of risk-control measures for site activities. • Quality and timeliness of HSE performance reports, inspection reports, incident reports and HSE committee documentation. • Completion of HSE inductions, emergency drills and follow-up improvement actions as scheduled. • Prompt identification, escalation and resolution of unsafe acts, unsafe conditions and HSE non-conformances.
