TITLE: New Pipe yard Site Coordinator / RSES-D SUBCATEGORY: Material Controller Service (OPE-SOP-LOG) SERVICE DIMENSIONS Statistics: • 41,414m2 total area, Central Archive 696m2, NG50 warehouse 801m2, ECP warehouse 289m2, maintenance warehouse and meteorological station 704m2, two security houses 78m2, 2 offices 237m2, Jet A1 storge and metering station, AGO storage area People Data: • Direct Supervision: 2 FM&A personnel (1 HSE Supervisor and 1 Technical Support personnel), 2 forklift operators, • Support supervision; 2 Jet A1 clerks and 17 gardeners/cleaners, 5 security guards and dog handlers at Nights SERVICE CONTENT: ACTIVITIES: • Coordinate all the activities in Port Harcourt New Pipe Yard. • To carry out all operations in accordance with Company's safety rules and regulations and enforce same within the team. • In liaison with the Security department, ensure all materials received for onward transmission to project sites and other entities are secured until pick up. • Enforcing the safety rules and regulations on site, making sure it is totaly complied with by all personnel on site. • Supervise the inflow and outflows of materials in the yard, both stock and non-stock from other entities. • Supervise the activities of the equipment operators in compliance with safety rules and regulations. • To keep correct records of all the materials (stock, non-stock and scraps) received and issued from the yard to all the entities. • Ensure that all the materials are well labelled/ categorized and shelved/ stored accordingly. • To supervise the conduct of Annual Inventory of stock items in the location (NPY). • To supervise the lifting operations in accordance with the company safety rules and regulations. • To keep records of all the scrapped materials with Bill of Scraps (BOS) • Support the supervision of issuance of Jet A1 fuel to the fields/ offshore locations and keeping such records by the Technical Logistics team. • To manage the operation of the Canter Truck that supports all entity request in movement of light materials. • Supervise the lifting operations team resident in NPY. • Manage the two warehouses (ECP and Transit). • Interface and support for the MS/ Downstream team. • Provides support for IST Archive operations HSSE: • Function as RSES – Delegate (Responsible for Safety and Environment on Site) for the location; this role includes. o Risk Evaluation: ensure risk evaluation, mentioned in CR EP HSE 031, is conducted on site (Technological risk analysis, Industrial Hygiene risk assessment, Security risk assessment and Risk assessment for any kind of work on site). o Risk Management: compliance with work and health/safety conditions necessary for protection of persons; protection of environment and monitoring of environmental performances; HSE reporting - notification and analysis of any incident or anomaly o Preparedness for emergency situations: ensure continuous availability of the site's own emergency means; preparedness of teams for emergency situations and periodic organization of exercises. • Management of emergency situations: application of entity's emergency response plan and related procedures; management of command post set up on site; communication and consultation with the other actors in the entity involved in the emergency response plan. • Provide HSE team leadership on site: ensure provision of appropriate induction for newcomers; ensure personnel are familiar and understand HSE reference documents, check training and accreditations; ensure HSE committee meetings are held; manage the different HSE action plans for the site. ACCOUNTABILITIES • Ensures the operations at the New Pipe Yard comply with international best practices, local regulatory bodies & ISO 14001 requirements. • Ensure that the materials received are well stored and are issued immediately the need arises and in good condition. • Ensure all scrapped items sent to the base have Bill of Scrap (BOS) covering it and arrange the scrapped items in batches. • Ensure prompt dispatch of Helicopter fuel to the field whenever there is request. • Ensure all items leaving the base are covered with Freight Waybills. • Ensure proper supervision during lifting exercise and an approved Work Permit is raised for all non routine lifting in the base REQUIRED QUALIFICATIONS / EXPERIENCE • A University Degree, and experience in people and resource management • Minimum of 7 years' working experience in the related field. • HSE Management on site (GSES) • Good knowledge of Microsoft Office software, especially excel and word. • Knowledge of petroleum industry equipment, operations, and extensive knowledge of Company’s equipment and operations and awareness of Company's Group and DGEP activities. • Effective communication and Industrial Conflict resolution skills. • Experience in Material Management. • Good knowledge of SAP/ UNISUP
