Onshore Package Control Lead

Position Summary The Onshore Package Control Lead is responsible for planning, coordinating, supervising, and controlling all project control activities within the assigned onshore package, ensuring successful delivery of major EPC/EPSCC projects in accordance with company procedures, industry best practices, contractual obligations, and HSE requirements. The role provides leadership across project controls disciplines, including contracts administration, cost control, planning and scheduling, document control, reporting, and change management while coordinating multiple contracts and interfaces throughout the project lifecycle. Key Responsibilities Project Controls & Coordination Lead and coordinate all project control activities within the onshore package. Provide cross-functional coordination with Project Controls, Contracts, Procurement, Planning, Cost Control, and Document Control teams. Coordinate the execution of multiple contracts, including the main EPSCC contract and supporting local contracts. Support the mobilization and demobilization of project personnel and oversee manpower planning activities. Cost Management Support the preparation, review, and periodic revision of package budgets and long-term forecasts. Monitor project expenditures and cost performance throughout execution. Identify cost deviations and recommend corrective actions to maintain budget objectives. Ensure robust cost control systems and reporting processes are implemented and maintained. Planning & Scheduling Coordinate the development, maintenance, and optimization of integrated project schedules. Monitor project progress against approved baselines. Review contractor schedules and performance, identifying risks and recovery opportunities. Ensure accurate progress measurement and timely reporting. Contract Administration & Change Management Manage post-award contract administration through project close-out. Monitor contractual compliance and ensure proper administration of contract obligations. Review contractor claims, variation orders, change requests, and instructions. Assess commercial impacts on cost and schedule and maintain accurate change logs. Support contract negotiations and dispute resolution when required. Progress & Invoice Verification Review contractor progress reports and validate completed work. Verify contractor invoices against contractual requirements and approved progress. Ensure timely certification and payment processes. Risk Management Monitor contractor risk registers and facilitate regular risk review meetings. Track mitigation actions and ensure effective implementation of risk management plans. Escalate significant project risks impacting cost, schedule, or project objectives. Reporting & Documentation Prepare and coordinate regular project control reports for management. Ensure accurate, timely, and high-quality reporting across all project control disciplines. Coordinate document control activities, including document review cycles and Master Document Register (MDR) management. Support internal audits and project assurance reviews. Capture lessons learned and contribute to continuous improvement initiatives. HSE Responsibilities Comply with all Health, Safety, Security, and Environmental (HSSE) policies, procedures, and management system requirements. Promote a strong safety culture across all project activities. Ensure safe working practices are followed by project personnel and contractors. Report unsafe conditions, incidents, anomalies, and near misses. Participate in safety meetings, toolbox talks, emergency drills, and training programs. Exercise Stop Work Authority whenever there is an actual or potential threat to personnel, facilities, or the environment. Project Environment The role supports the delivery of a large-scale onshore oil and gas development package that includes: Gas treatment and processing facilities. Utilities, buildings, and permanent accommodation facilities. Multiple onshore pipelines with complex crossings. Brownfield modifications and facility integration. Tie-ins to third-party infrastructure. Coordination with international EPC/EPSCC contractors during engineering, procurement, construction, and commissioning phases. The position requires regular coordination with international contractor offices and periodic visits to contractor premises. Qualifications Bachelor's Degree in Engineering or an equivalent technical discipline. Professional project management certification is considered an advantage. Experience Minimum 15 years of experience in major oil and gas capital projects. Minimum 10 years of experience in a Project Controls leadership role or equivalent. Extensive experience managing EPC/EPSCC contracts throughout the project lifecycle. Strong background in contract administration, commercial management, and negotiations. Proven expertise in: Project cost control Planning and scheduling Change management Progress measurement Project reporting Risk management Document control Experience working with international EPC contractors, subcontractors, vendors, and service providers. Experience working with Chinese EPC contractors is considered an advantage. Skills & Competencies Strong leadership and coordination skills.
