Job Title: Buyer Location: Kampala, Uganda. Mobilized to Albert Lake, construction sites, or other cities if required. Primary function: • Support the timely and efficient procurement of goods and services in accordance with established policies, procedures, and operational requirements. Responsibilities: • Support the Procurement Team in preparing procurement plans, correspondence, presentations, reports, and other procurement-related documentation. • Provide planning, analytical, and administrative support to facilitate effective procurement operations. • Coordinate and participate in bid evaluations and contract negotiations, and prepare comprehensive evaluation reports in accordance with established procedures. • Review and analyze existing and prospective procurement contracts and provide recommendations to optimize commercial terms, value, and performance. • Collaborate with user departments to identify and select suitable contractors and coordinate contractor qualification and prequalification processes in accordance with Company procurement procedures. • Monitor and analyze supplier performance, procurement expenditure, and cost-saving opportunities, and provide recommendations for improvement. • Liaise with end-users and suppliers to coordinate and negotiate changes to specifications, contractual requirements, terms, and conditions. • Coordinate internal supplier approval processes and ensure suppliers meet applicable business requirements, certifications, and compliance standards, with records maintained and kept up to date. • Manage supplier relationships and performance to support cost efficiency, service quality, and timely delivery of goods and services. • Facilitate and coordinate meetings between the Procurement Team, user departments, and suppliers to address procurement requirements and resolve issues. • Maintain, organize, and archive procurement and contract records in accordance with Company policies and document management requirements. • Conduct training and provide guidance to user departments on procurement processes, procedures, and compliance requirements. • Perform other duties assigned by the Supervisors. Requirements: • Bachelor’s degree in procurement and supply chain management, Business Administration, or any related field. • At least 4 years of related work experience in procurement and contracts, preferably in similar projects. Knowledge: • Extensive knowledge of the latest business purchasing management strategies, practices, philosophy, pricing strategies and cost analysis • Excellent organizational, negotiation, and communication skills. • Excellent analytical and problem-solving ability. • Good command of both written and spoken English. • Excellent analytical and problem-solving ability. • Good command of both written and spoken English.
