SURF HSE Lead

Job Summary We are seeking an experienced HSE Package Manager to support a major offshore Oil & Gas project. The successful candidate will be responsible for ensuring the effective implementation of Health, Safety, and Environmental (HSE) requirements across the assigned package, covering fabrication, offshore installation, mobilization, and operational activities. The role will work closely with the Package Management, Project Management, contractors, and HSE teams to promote a strong HSE culture, manage operational risks, and ensure compliance with applicable company, project, regulatory, and environmental requirements. This is a senior HSE position requiring significant experience in large-scale Oil & Gas projects, offshore operations, and complex project environments. Key Responsibilities HSE Management & Leadership Implement and maintain HSE requirements applicable to the assigned package. Promote a strong HSE leadership culture and high standards of safety performance. Support the Package Management team on all HSE-related matters. Organize and support HSE awareness campaigns, events, initiatives, and safety programs. Ensure effective implementation of the Project HSE Management System throughout all project phases. Ensure environmental and societal requirements are properly implemented and monitored. Monitor the development, management, and continuous improvement of HSE systems across worksites and offshore locations. Risk Management & Operational Safety Support the project Risk Management process and review engineering/design activities from an HSE perspective. Conduct and/or support HSE operational risk assessments before execution of activities and critical operations. Organize HSE Readiness Reviews prior to mobilization to fabrication sites, worksites, and offshore locations. Identify HSE criticalities and environmentally sensitive areas during fabrication and project preparation activities. Ensure appropriate mitigation measures are identified, implemented, and monitored. Organize joint HSE site tours and ensure timely follow-up and closure of findings. Contractor & Compliance Management Review and approve HSE documentation and deliverables submitted by contractors. Monitor contractor HSE performance and ensure compliance with project requirements. Conduct HSE inspections, audits, self-assessments, and follow-up activities. Ensure corrective and preventive actions arising from inspections, audits, and incidents are properly tracked and closed. Provide HSE guidance and support to contractors and project teams. Coordination & Reporting Monitor HSE resources assigned to the project/package and ensure appropriate coverage. Identify and follow up on HSE training requirements and progress. Coordinate HSE activities across relevant offshore and SURF personnel. Prepare and consolidate HSE performance reports for project management. Provide regular updates on HSE performance, risks, actions, and key performance indicators. HSE Responsibilities The HSE Package Manager is expected to: Comply with the requirements of the Project HSE Management System. Promote a proactive safety culture and demonstrate visible HSE leadership. Take reasonable care of their own health and safety and that of others who may be affected by their activities. Ensure environmental responsibilities are understood and effectively managed. Comply with applicable company rules, procedures, standards, and instructions. Follow HSE instructions provided by management and supervisory personnel. Ensure work areas are safe before activities commence. Take appropriate action to prevent or mitigate immediate threats to personnel, facilities, or the environment. Exercise due care to prevent injury, damage to installations, and environmental pollution. Ensure tools, equipment, safety devices, and personal protective equipment are used correctly. Maintain high standards of workplace housekeeping. Report anomalies, unsafe conditions, incidents, and near misses promptly. Actively participate in HSE meetings, toolbox talks, training sessions, emergency drills, and safety initiatives. Support and actively contribute to the implementation of HSE plans and objectives. The position carries the authority to suspend or stop activities where there is an actual or potential threat to human life, the integrity of installations, or the environment, and to immediately notify the responsible supervisor or project management. Project Environment The position is associated with a major offshore gas and condensate development project in the Caspian Sea, Azerbaijan . The project involves offshore facilities located in approximately 500 metres water depth and includes fabrication, offshore installation, commissioning, and related onshore activities. The development is intended to support both domestic natural gas supply and international gas export infrastructure. The role will operate within a complex, multicultural, and technically demanding Oil & Gas project environment, involving multiple contractors, engineering teams, fabrication facilities, and offshore operations. Qualifications & Experience Essential Requirements Extensive experience in Health, Safety & Environment (HSE) within the Oil & Gas industry . Proven experience working on large-scale and complex Oil & Gas projects . Strong experience in HSE management for onshore fabrication and offshore installation activities . Experience working in offshore environments and/or major offshore development projects. Strong knowledge of HSE management systems, risk assessment, auditing, inspections, and contractor management. Experience supporting project teams through fabrication, mobilization, installation, and operational phases. Demonstrated ability to work effectively within complex, multicultural project organizations. Strong leadership, communication, coordination, and influencing skills. Ability to identify HSE risks and drive effective mitigation and corrective actions. Language Requirements Fluent English is mandatory. Strong written and verbal communication skills in English are required. Mobility Willingness and ability to undertake international travel and worldwide mobility as required by the project. Ability to work in both onshore and offshore environments.
