Job Details Job Title: Mechanical Commissioning Supervisor Business/Department: Onshore Operations Reporting To: Commissioning Superintendent II Job Purpose Lead, supervise and coordinate all mechanical commissioning activities associated with brownfield and greenfield projects to ensure safe, efficient and timely project delivery in accordance with engineering deliverables, from Tie-in construction, pre-commissioning, through start-up and handover. Responsible for the planning, execution and supervision of mechanical precommissioning, tie-ins, commissioning, testing, troubleshooting and start-up activities. Ensure commissioning activities are completed in accordance with work packs, approved procedures, project schedules, company standards and regulatory requirements. Provide technical leadership and day-to-day supervision of commissioning foreman, technicians, contractors and vendor representatives, ensuring all activities are carried out in accordance with the company Health, Safety, Environment and Operational Integrity (HSEOI) policies and procedures. Act as the mechanical discipline focal point for commissioning activities within assigned project scopes. 2. Supervise commissioning foreman, technicians, contractors and vendor personnel performing mechanical commissioning activities. 3. Ensures tie-ins are completed as per commissioning work pack, 4. Responsible for, but not limited to, all planning, Control of Work, Task and Operational Risk Assessment, Resources management, Shutdown windows and approvals, contingencies and recovery time when tie-in to live system for the scope of work assigned to his team. 5. Plan and coordinate daily commissioning activities in accordance with approved commissioning schedules and priorities. 6. Ensure commissioning activities are executed in accordance with approved Commissioning Work Packs (CWPs), procedures, method statements and engineering documentation. 7. Raise technical queries, in formal technical language, for action by the discipline focal point. Review commissioning procedures, work packs, test records and commissioning dossiers. 9. Ensure all commissioning activities are performed safely and in compliance with Company HSEOI requirements and Permit to Work Procedure. 10. Lead risk assessments for mechanical commissioning work scopes. 11. Take ownership of permit requirements, isolations, ICCs and associated documentation. 12. Plan and supervise commissioning activities for rotating equipment, pumps, compressors, gas turbines, valves, pressure relief systems, utility systems, package equipment, piping systems, mechanical skids and associated ancillary equipment. 13. Supervise testing, flushing, leak testing, pressure testing, run testing, vibration monitoring, alignment verification, performance testing, SATs, integrated testing and start-up activities. 14. Manage commissioning punch lists and coordinate close-out activities. 15. Lead troubleshooting and fault-finding activities associated with rotating equipment, valves, package equipment, piping systems and mechanical process equipment. 16. Coordinate and supervise vendor commissioning activities. 17. Interface with Construction, Operations, Maintenance and Engineering personnel. 18. Accept handover of equipment from Construction and deliver handovers to Operations for mechanical discipline. 19. Ensure commissioning records, mark-ups and handover documentation are completed accurately. 20. Provide daily progress updates and technical feedback to the Commissioning Superintendent. 21. Mentor and develop commissioning foreman technicians. 22. Provide comprehensive shift and end-of-rotation formal written handovers. 23. Complete a face-to-face handover with back-to-back colleague at the end of rotation. 24. Deputise for the Commissioning Superintendent when required. 25. Participate in PTW audits and champion STAR interventions. 26. Complete the required training for any emergency response duty as directed by the company. Duties include, but are not limited to, Emergency Response Team leader and member. 27. Maintain certification as a Performing Authority as required. 28. Drive company vehicles, as directed, to DPE work locations and third-party sites within the UAE. Comply with company and UAE Authority rules and procedures for safe driving. VI Knowledge, Skills, Experience and Job-Related Competencies Educational Qualifications:  3-year diploma or apprenticeship in Mechanical Engineering Experience Profile:  8-10 years' industrial mechanical experience in the oil and gas industry, of which 3 years should be in a supervision or leadership role.  Experience commissioning rotating equipment including pumps, compressors and gas turbines.  Experience commissioning valves, pressure relief devices, package equipment and mechanical process systems.  Experience performing flushing, leak testing, pressure testing, alignment verification, vibration monitoring and performance testing.  Experience supporting plant start-up activities and commissioning modifications on live operating oil and gas facilities.  Strong understanding of mechanical integrity, process safety and commissioning requirements.  Conversant with international standards from ASME, API, NACE etc. for mechanical discipline. Competencies/Skills/Others:  Excellent English Language written and oral communication skills.  Competent in using Microsoft Office applications, Word, Excel, and Outlook  Maintain a valid UAE driving license.  Possess maturity and sound judgement for evaluating risk, providing recommendations, and making decisions.  Experience in the use of computer-based project completions systems.
